This was the beginning of an new era - an era of "Quirks" - named after their sudden and strange diversity, as every individual could be easily classified as "Quirky" and normal.
Right now we are in the mid 2100's - roughtly 150 years after the first manifestation of quirk.
At this time Quirks became the new norm and over 80% of population has their own unique quirks - either their completely unique abilities, or ones inherited from their parents, which usually began to surface around the ripe age of 4 - the age Izuku has passed just today...
