Being more William than 404, he has accepted the past and moved on to a better (arguable) life, even being peaceful to Infected, leaving Alter Ego less viable for him. Thanks to using Cosmic Energy now, and later on having Nullvoid Code, he qualifies most for Foreigner. Especially as the Conduit of Balance (though now is the Bio Conduit of Truth during Fate Seeker)
