Worthiness test (it will slowly kill you if you're not worthy)
Devil Fruit detector (can detect other Devil Fruits and their users)
Haki use (if the user can not use haki, the fruit allows them to bypass any users immune to or damaged only by haki)

Haki capabilities:
Observation Haki (he has been able to use this haki to easily copy his opponents moves and predict exactly what they are about to do within the next 30 seconds, along with sensing others' presence)
Conquerors Haki (he rarely ever uses this haki, but he can extend out a pressure that can knock out or instantly kill someone depending on the amount and range)
Armament Haki (he can use this with or without the aid of his devil fruit, he mainly uses it more in channeling it in his weapon or in his legs and arms as he doesn't need it to protect his whole body due to his devil fruit keeping him alive and regenerating him from any damage)

His reason for learning haki despite the fact his devil fruit can bypass logia users is that he wanted to use hand to hand combat better and to trick those who think they killed him when striking him when he's not using haki only to come back and catch them off guard.

He was taught to use haki by both Rayleigh and Shanks, impressing both with his quick learning of each type and uses.

Bounty level:
Somewhere between 5.297 billion to 4.953 billion berries, or more, depending on arc and events. (The reason for high bounty is that he's had several assassination attempts, which all have failed and also that he has been a pain for the marines and world government to deal with. He's been captured so many times and escaped that he's even turned himself in to the marines just to escape for fun.)

He did have a large crew but they were all killed

Personality: easy going, sarcastic a bit, somewhat care free, tactical, knowledgeable, forward thinking and flirty sometimes (normally) strategic, focused, tactical, forward thinking, knowledgeable, sarcastic, versitile and unpredictable (in a fight)

Background: Arthur was a normal pirate captain who had his own crew upon his own ship, The Sailing Dutchess. However, during a fierce storm, his ship crashed onto an island and all his crew mysteriously disappeared. After spending 3 days on the island with no food, he took his chances and ain't a random fruit, the Seal Seal Fruit, and he later gained its powers. After searching around for a bit, he found his crew dead in a cave before the beast that killed them came back, to which he killed it. Eventually, he was picked up by Shanks and his crew upon seeing the wreckage.
