Reason for bounty:
He has constantly attacked and disrupted the marines and many other pirates. This has put a large target on his back and several assassination attempts, all of which failed.

Haki capabilities:
Observation Haki (he has been able to use this haki to easily see his opponents moves and predict exactly what they are about to do within the next several seconds or minutes, along with sensing others' presence. He can also use it to make his attacks and blocks extremely precisely placed, making it seem almost effortless and he can also briefly see into the future.)
Conquerors Haki (he can extend out a pressure that can knock out or kill someone depending on the amount and range, the further away leaves less impact and to kill someone he has to use his full power which can cause him pain)
Armament Haki (he mainly uses it more in channelling it in his weapon or in his legs and arms, but at times, he channel it through most of his body to protect him)

Mad Swordsman (William is always looking for a good fight or challenge, those who have seen his fights believe him to be completely crazy with his fights, going up against some of the strongest or best fighters of all time like Mihawk, Kaido and even the marines at times)
The Unkillable Man (many have tried to kill William but have been very unsuccessful, leading to many believe his is completely immortal and unkillable when in reality he is mortal)
The God of Haki (William is very skilled in haki, being trained by both Rayleigh and even sparring and learning a bit from Shanks, however his Armament Haki is not as good as Shanks or Mihawk's)

Personality: sarcastic, tactical, forward thinking, knowledgeable, care free at times but gets serious when needed, focused when needed, flirty, manipulative, and unpredictable

Background: Not much is known on his background as he prefers not to tell anyone or at least give vague hints or tell a lie, then immediately contradict it with another lie. But the truth is that he grew up in royalty, with him being the eldest son he had to take up the title and be head of the family when his parents died, however he was too afraid of the responsibility and wanted to pursue his own life, so he managed to convince his sister to take up the position and to say that he was kidnapped, once that was done he snuck onto a ship that was dropping off some cargo and disguised himself as crew, dropping his last name for a new one he made up.
