Shackett knew all too well what it was like to be with a married man. Her relationship with Detective Cox's husband was whispered about through the halls of the station. Francis Shackett had some experiences that led her to be tolerant in an abusive relationship. Having an affair, then losing the baby were the lowest events of Fran's adulthood. Is there any room for excuses? Is being in love an excuse enough to have an affair?

While in love, it felt like a good idea to follow her feelings, they overpowered every part of her. Fran went to sleep each night dreaming of him, hoping there would be a moment they would be alone. Her dreams weren't criminal, but it felt criminal to feel this way about someone and not do anything. Fran spent a long time learning to trust her gut and started to see the signs that he felt the same way. Before it was just some fantasy that she liked to daydream about, but the messages at work, the details he remembered, and the weekend check-ins proved he really cared for Fran. She trusted her gut this time and knew he cared for her and Fran also cared for him, a lot. She could imagine what he felt like, the way he smelled, and how it felt if he could wrap his arms around her, fighting himself from taking it one step further. The fantasy was that he wouldn't be able to fight it anymore and they would find themselves in a long, pressing kiss that was the relief they both needed. It built up so much, the tension, that they couldn't withhold the passion from every interaction. He would look at her, and she knew. They knew. It just seemed like this was excusable. People just didn't know or they have never felt this pull before. If only they could understand, then they wouldn't have treated her so badly when everyone found out. The way everyone found out says a lot about Detective Cox, and the way Fran didn't react, said a lot about Fran. Fran genuinely loved him and felt pitiful and ashamed, and was too embarrassed.
