Dr. Ito was working on Project New America in his lab when he heard the sound of a speedster entering his lab and he turned to see Edward Clarriss standing there.
"Eh, what's up doc." Clarriss asked while eating a burger.
"You're late." Ito said, turning back to his work.
"Yeah, not my fault. I'm not exactly running on full power right now." Clarriss said.
"Really?" Ito asked.
"The negative speed force decided to transfer most of my speed to someone else. It's true avatar, Eobard Thawne, the Reverse Flash. He's the guy who's fighting the new Flash in Central City, since it's not Jay Garrick." Clariss said, clearly annoyed about that.
"You've lost your speed?" Ito asked, since that would clearly delay their plans.
"Not all of it. I'm just not as fast as I used to be, since apparently I've been downgraded by the negative speed force." Clariss said.
"How much of a downgrade?" Ito asked, since Clariss had been known as the fastest member of the ISA and a lot of their plan banked on him.
"My speed has been reduced to the point it was at when I first got it. I'm basically back at the beginning." Clariss said, clearly annoyed about that, since he'd spent years serving the negative speed force well and then the moment a new guy popped up and needed a boost, the negative speed force took a majority of the speed he'd spent years developing and gave it to the new guy. Apparently this Thawne guy was more important than him.
"This won't do. Everything about Project New America was calculated when you were at full power and we're too far down the road to have to make any changes." Ito said.
"Then tell Jordan to put Project New America on hold until after you've found a way to restore my speed to full power, since we both know that will be faster than making any changes to your calculations to adjust for my weakened speed." Clariss said and Ito nodded.
"Agreed, but he won't be happy about it." Ito said.
"What else is new?" Clariss said.
"But if I'm going to need more information about the negative speed force to find a way to recharge you. Though have you considered just going into it?" Ito asked.
"Of course I have, but I'm not fast enough to access it yet. At least not without having time to build up the speed I need." Clariss said.
"Then why don't you just use the track I built for you to use to power the project to build up speed?" Ito asked.
"Because I didn't know you'd finished it." Clariss said.
"Why do you think Jordan wanted you here?" Ito asked.
"Thank you. But I feel like that's not the only reason." Clariss said, wanting to be caught up.
"Black Lightning has returned and since we never did find Jay Garrick's body." Ito said.
"Even if he survived, he's powerless, I made sure to drain his speed and I broke his spirit when I killed Eliza Harmon right in front of him. He won't be a problem." Clariss said proudly, thinking back to his old glory days.
"Perhaps, but better safe than sorry. You should recharge your powers before we begin, just in case you're wrong. And don't worry, the energy you create as you run shouldn't be trackable." Ito said and Clariss nodded as he sped off onto the track.
"Your ego will no doubt be your undoing, since you're too sure of yourself. But hopefully you're right. For your sake. After all, the Flash may not have been able to defeat you, but Jordan can." Ito said as he watched Clariss run on the track, unaware that his snooping teenage daughter had heard everything they'd said and for now she was choosing to keep that to herself. At least until she could find a way to use what she'd overheard to finally get into the ISA.
