*We see the 5 of them in an alley, Naruto was waiting for the challenge, while Shizune was looking at the cuffs trying to figure out a way out of them*
Naruto:so what's it gonna be this time?
Tsuande:our gamble is gonna be....
*Tsunade pointed to the outside of the alley, right on to the streets*

People usually have reasons for going into town, what I did was asses the male to female ratio by applying data on time based variables, occupation and employment based variables of this area. And seeing as this is a fishing town chances were that most of the people coming this way were gonna be men going to work.
