With Josh as commissioner of Republic city's police, Tarrlok attempts to get him to assign Saihkan to be as chief.

Josh: Don't think I know what you're planning, Tarrlok. I'll be the one to assign the next chief. (Gets into Tarrlok's face) and Don't bother with trying to get the avatar to rejoin your little task force as I will be dismantling it.

Tarrlok: you can't do that! I need the task force!

Josh: you might think you want it, but I don't want them. The police has everything under control until you formed the task force.

Tarrlok argues with the commissioner in attempt not to dismantle the task force but was failing, badly. At air temple Island, Korra, Ophelia and the air bender kids welcomed Mako, Bolin and Asumi.

Mako: where's your bodyguard, your highness?

Ophelia: he has his hands full as commissioner.

Bolin: lieutenant Beifong is commissioner now? For how long?

Ophelia: dunno. But allow me to show you around when you've settled in.

The air bender kids took Mako, Bolin and Asumi to their rooms so that they could settle in. At city hall, Tarrlok proposed a curfew on the non benders.

Tenzin: you think that the commissioner will approve such a proposal? He will see it as an act of discrimination towards the non benders!

Tarrlok: he would not have to if the council passes vote.

Tenzin: this has gone to far! You're punishing other non benders for the actions of a few!

Tarrlok shots back stating how that actions is playing into Amon's hands, convincing the council to vote for the curfew. But when it reached the commissioner, he was not happy.

Josh: (ripping the proposal in half) I will not enforce the nonsensical policy, Tarrlok.

Tarrlok: commissioner please. Those equalists are one step ahead of us.

Josh: where are these 'equalists'? (Glares at Tarrlok) and don't even think that they're around us when they aren't. By enforcing this policy will make everyone hate you. Now get out, I have more important things to sort.

That night, Korra and her friends find out a crowd of non benders protesting about the curfew. She attempts to calm down the crowd by promising to have everything sorted.

Korra: Tarrlok, you need to turn the power back on and leave these people alone.

Tarrlok: avatar Korra. You have no business here.

Mako: I can't believe that you've gone behind the commissioner's back!

Tarrlok: he doesn't even know that I've enforced it.

Josh: (angrily, offside with arms folded in front) he does now.

Tarrlok: (shocked with the appearance of the commissioner) commissioner!

Josh walked towards the councilman and scolds him for going behind his back. He orders the power to be restored.

Josh: go behind my back again and you'll be arrested, Tarrlok.

Tarrlok: for what?

Josh: endangering innocent lives.

Tarrlok: there's nothing innocent about these people. (To the metal benders) round up these equalists!

The officers didn't move making Tarrlok furious.

Tarrlok: didn't you hear me!? I said round up these equalists!

Saihkan: commissioner?

Josh: restore the power and dismiss the curfew.

Saihkan does so as Tarrlok attempts to arrest Asumi when he was electric shock from behind. he collapsed to the ground revealing Ophelia with her fingertips smoking.

Ophelia: water and electricity. Not a good combination.

Tarrlok: how dare you! (To the officers) arrest her!

Officer: with all due respect, if we arrest the fire princess, you'll be driving the United Republic into an international incident.

Relising that the officer was right, Tarrlok left in a huff as the non benders gathered around the commissioner and thanked him for helping them. A day later, they found out that Korra went missing.
