Chapter 53: Made to suffer

Third POV 

(The governor)

"10 people?" 

The governor paces in the room while talking with 3 of his people. He's freaking out internally and is allowing his emotions to flood through. 

"That's deep in the red zone." A man with glasses, Milton says. "There's no way only 10 people--" 

"So she's lying?" The governor interrupts. "Because if she's lying, that means a pretty sizable force has moved into our background...But if she's not this group with your brother-" He looks over to Merle. "at its core has done something you told me couldn't be done." He takes a step towards him. 

Merle stands up straight. Governor looks back at Milton, his eyes wide. 

"They did it." All four men sigh, the frustration and tension is building up. Governor looks at Merle. Trying to read off the expression he has on his face. "Your brother might be out there right  now, searching for them...Blood Is blood, right?" Merle stares at him, wondering what his point is in this conversation. "Makes me wonder where your loyalties lie." 

Merle gulps lightly, he knows how to answer this question. But he himself is confused, he doesn't know if the answer he'll give is either the truth or if it's a big fat lie. His brother is out there, looking for them. The boy he's raised since childbirth, and the girl who has been nothing but kind to him since the fall. The two people who were the most important to him are his peoples enemies, so of course he's confused. But even then he only gives one answer knowing that he doesn't feel it in his heart, he says it anyways. 

"Here."

Governor nods, patting his arm. "Good." He turns over toe Martinez. "You two get a small group and scout this prison. I want to know exactly what we're dealing with." He sits down in the small couch. Breathing in and out deeply. 

Martinez nods his head. "Yeah. You got it." 

Merle stands there for a second longer, staring at his governor. Bringing in his old friends was the biggest regret he could have ever felt. Why did he do it? Knowing the kind of people he is with. What are they capable of?

"Prison is the perfect place to hold up." The governor says, putting his belt back on. Merle standing next to him as they look at the map laid out on the table. "What once kept prisoners in, now keeps biters out. And that's smart." 

"You thinking of taking it over, moving Woodbury there?" Merle asks, the governor scrunches his nose up in disgust. 

"People love it here because it feels like what was. Move them to damp cells surrounded by barbed wire? No... We gotta take out the group that's living there. Let the biters move back in. No one'll be the wiser." 

Merle shakes his head. 

"The problem is my brother's with them." The governor looks at him. 

"Well, you'll talk to him. Make him our inside man. He'll get us in there...We'll wave the white flag , like we did with the National Guard."

"Nothing happens to Daryl." Merle states. 

"Of course not." 

"Or the girl." The governor sighs. 

"I can't promise that"

"Yes, you can. she might hate me now, but she's still someone to me. To my brother, he won't accept us if she dies." 

"Fine, we'll keep her safe." 

He says it like he doesn't care, but he thinks to himself about he doesn't want to get rid of her anyways. There's something about this girl, he doesn't know what it is, but he's curious about her.
