Location: Galactic Anomalies & Abnormalities Foundation Headquarters; Titan

In a meeting room would be 9 people with a large oval table with chairs, a large screen and a whiteboard next to said large screen. Supreme Admiral Joseph would come through the doors of the meeting room before quickly sitting down in his assigned seat. 

"Now that everyone is here, we can go over incident 02475 Veta, with our investigation being completed on January REDACTED, we had found that anomaly 47567 had broken out of containment on site Hoover and ended up at incident site Mega, out of the casualties there were 4,657 civilians who were found and confirmed killed, but also 57 foundations members were also among those casualties" 

Supreme General Higgins would then play a little slide show showing the 57 foundations members with all of them being announced deceased with the last one landing on a Captain Nicholas "Nomad" Howley. Also being marked as deceased.

"Now, with these foundation members they were all found and counted for a deceased as show in these slides. However for Captain Howley, there is a 60% Chance that Captain Howley had been found on an earth like planet, but was also captured on a deep space satellite image."

There would be another slide first showing the planet before showing an individual with similar looking clothing that Nomad had wore when he had first gotten to the planet, however his face is more pixelated compared to the rest of the sharp photo.

"This image was caught on January REDACTED, 2 years after incident 02475 Veta had taken place, we aren't too sure this is him exactly, but cross comparing images like this one here" Supreme General Higgins paused as he would show the first photo, next to a similar one of Nomad when he was in the 75th Ranger Regiment.

"Compared with this photo here, we managed to closely look at this individual and with that being determined, we now have a 90% chance that this is the Captain Nicholas Howley. However, since this image we haven't seen him again, and by the state that he was in with this image, he seems to still be alive." General Higgins concluded.

"So is there a plan in place for recovering him?" Zeta-1 asked. "Yes there is. Operation Breaking Hope is in its's ending phases with the help of Zeta-3." General Higgins answered as he would motion his hand towards Zeta-3.

Zeta-3 would then get up from his seat and walks over to the screen "We're gonna enact Protocol Sleeping Fish, since he's been declared KIA for over 2 years, his contract has been declared void and now that he is alive, I would like to call a cote with the rest of the Zeta Counsil here." Zeta-3 Finishes.

"What's the vote gonna be Zeta-3?" Zeta-5 questions. "The vote is gonna be on that if we execute Operation Breaking Hope, we would give him a simple choice, either come back to the foundation and resume his work, or he can either be returned back home and given his personal retirement package, or he stays there and still be given his retirement package" Zeta-3 concludes.

"But his work has been holding up this foundation since he's been an operator, if we lose him now then that could set us back centuries" Zeta-2 concerningly states. "I'm aware of the contribution that Captain Howley had on this foundation, but this man has been with us for almost 20 years and I believe that the foundation could catapult from his retirement as we've already seen since he's been declared dead." Zeta-3 defends
