President Winchester Signs Presidential Decree 101, Establishing the Continental Navy
The newly issued decree officially authorizes the formation of the Continental Navy, with Commodore Ertchin Lystrum appointed as its Main Naval Commander.

Ertchin stood before the War Council, his coat newly adorned with the insignia of his rank. It still felt surreal; just months ago, he had been a mere commodore, leading a makeshift navy. Now, by order of President Winchester's decree, he was Grand Admiral of the Continental Navy.
At the head of the council table, Cody adjusted his glasses, the reflection obscuring his expression. His presence carried a weight that Ertchin had come to respect, this was a man who had fought in revolutions, drafted constitutions, and now played a vital role in shaping the young nation's military strategy.
"Commissioner Lystrum," Cody addressed him formally, prompting Ertchin to straighten his posture.
"You are to lead the fleet into the West Philippine Sea and ensure the protection of our merchant vessels," Cody continued, his voice firm and authoritative. "The sea routes must remain secure from foreign threats and piracy."
Ertchin nodded. He knew well the importance of trade to the islands' growing economy, and he was aware of the threats lingering in the Pacific, remnants of British influence, opportunistic privateers, and rival naval forces eager to exploit weaknesses.
"Furthermore," Cody continued, "by order of this council, you are to establish fortifications along our designated area of responsibility in St. Lawrence waters. Several key locations abandoned by the British are now ours for the taking. We must secure them before another power does."
The mention of the British made Ertchin tighten his jaw. The scars of war still ran deep, and securing these strategic points would be a direct statement of their sovereignty.
"You are also ordered, under the directive of President Winchester, to establish diplomatic relations with the nations of Southeast Asia," Cody added. "We need allies, and we need them soon."
Ertchin gave a sharp nod, already contemplating the delicate balance of power in the region. Trade agreements, military pacts-everything had to be carefully navigated.
Cody leaned back slightly, finally allowing a small smile to break through his otherwise unreadable expression. "You are dismissed, Commissioner. And congratulations."
Ertchin returned the smile, saluting before turning on his heel and exiting the council chamber. As he walked through the corridors of power, the weight of his new title settled upon him. The future of their navy, and perhaps their nation's standing in the world, now rested in his hands.

He turned at the familiar voice, spotting Cody striding toward him. Even now, after everything they had been through, Cody carried the same intense presence that had made him a formidable revolutionary leader.
"Cody," Ertchin greeted, offering a smirk. "What can I do for you, old friend?"
Cody clapped him on the back, his expression unusually serious. "I need you to go to the Philippines and personally deliver this to President Bonifacio."
