this is a subplot for season 2 - enjoy :) (I'm a little less confident about this one ... feel like it could be better, maybe you have some ideas)

By the beginning, a team of craftsmen visit the Parliament building for some maintenance work. They notice that the boiler in the cellar of the building is starting to have problems and needs to be replaced soon. The people overseeing the maintenance of the building inform the parliament, but they decide there's still plenty of time.

It comes up in casual conversation between them later, and one of the members, one especially opposing the Voice, seems to get an idea. He relates it to some men he trusts behind closed doors, even the viewer doesn't know what it is yet.

A while later, while visiting again for further maintenance (only one person at once is allowed to come in any more, orders from the parliament), the young engineer named Scarlett Salmon (couldn't resist that one XD) notices some iron bottles standing near the boiler. She asks what that is, but is ordered to finish her work and leave.

The next time, they ask her to come in again as she's done "such great work" - she does, and this time, checks the bottles - they contain a flammable substance. She's alarmed and spends the following scenes she starrs in trying to alarm level after level she can reach about the explosion danger - no, the boiler is fine yet, but if anything still goes wrong with it, it could cause anything up to a city fire. But she is dismissed, and, after "managing" to inform the parliament by storming into a session, banned from the building. They won't need any more help with the boiler anyhow, she's told. The parliament member pulling the strings explains that she is simply trying to get attention - preferrably from a wealthy man. His allies support his claim.

She talks to her girlfriend, (the pirate captain important for the conclusion of season 2) about further moves and explains she will talk to the Voice to maybe seek some help. At the next meeting, she also talks to the group, who take an interest in her story. Said story she also wants to relate to a newspaper, which Clary offers to help with. Soon after the interview, however, a counterreport appears, an interview with a doctor from a local mental hospital who declares that he has files on her being delusional and suffering some kind of psychotic episode currently. People at the Burgue are split about her. A while later, she shows up to speak to the vocals again, this time showing them an envelope that's been left at her doorstep filled with pictures of mental hospital patients in straight jackets etc. They are shocked, but encourage her to not back down - even though some members of the Voice are becoming concerned that this might be a battle they cannot win. Scarlett too slowly feels at the end of her means, especially when her boss tells her that he's been informed that the next time she'll be seen "causing trouble", he'll have to fire her - which he doesn't want, but he tells her that these people will stop an nothing to silence her, and that people like themselves don't stand a chance.

The group hear her out, but are currently rather occupied with solving the murder series, so it slips their minds again as they investigate, especially since this case still doesn't seem very urgent.

The riots against the Burgue's ways continue as she tries to figure out what to do - and when they reach a point where the parliament can't ignore them any more, the member who's been keeping an eye on the boiler and his allies set their plan into action.

One night, while most of the parliament is empty, they use a little explosive device that causes a little flame to blow up the bottles, and by them, the boiler.

Soon after, they declare that a member of the Voice, too soft to kill, but troublesome enough to bomb a building, has done this - an engineer named Scarlett Salmon, who used her expertise and the guise of her job to first smuggle bottles of a flammable substance into the building and then blow it all up. She used an electric device - possibly given to her by Clarisse Astrayon (they have photos of them interacting). And she may be hiding with some more "delinquents" - there are many photos of her at vocal meetings as well. They declare that they have gone too far - and that the city will be closed down until Scarlett and her allies are arrested.

Scarlett flees, but is soon being pursued by Dombey's wolves and some hunting dogs chasing after her. Frightened, she runs, and is briefly rescued by Amber, who went looking for her - but this means she is now helping a wanted person. The wolves make a note.

Amber, knowing what this means, brings them back to her place to warn Madame and her workers - she knows they'll be targetted next if she's not avaliable. They leave together and bring along the black market guns stored in the house, which they use to defend themselves and arm others on the way. (epic)

Meanwhile, the police starts putting up fences and soliders around the Burgue - Darry, Clary, Delly and their families rush to the haven, as do many other people trying to escape the city - a lot of vocals as well. They meet Amber and Scarlett, who reunites with her girlfriend shortly after the ships decide, encouraged by her, to rescue the citizens wanting to leave.

I don't have any further plans for Scarlett as of yet, but this could be something :)

Thank you very much for reading :)
