A scene I have yet to piece together...
The ships leaving the Burgue are attacked by Dombey's wolves using long-distance guns on a cliff in the distance by a forest. The main four decide to fly over and fight - when they are about to lose, the survivors they've shown mercy to and Kendra's wolves from the woods having heard the noise (she was on her way to moving to Tirnanoc with them as well - they didn't before because the pack were understandably terrified of being caught or something happening on the journey) join and turn the fight around. They kill several of Dombey's wolves while the rest manages to escape - one that was stationed in the distance takes a photo of them on Dombey's orders, which is shown to the trapped citizens of the Burgue next day and used as propaganda, especially since a Sparas can be seen on the photo and people still know stories of this monster, alongside the bodies of the killed wolves, all young men from the Burgue, "viciously murdered".
This is especially used against Darry and Clary - by the photos, they can now be deemed criminals by the Burgue government, along with Amber, who protected Scarlett, and Delly, who revealed classified information about the police investigation in season 2 to them. By the end of season 2, they all have to leave for being wanted criminals.
