Currently, it was morning, as Yasu was in his uncle's mansion as he was waiting for some people to arrive. Yasu was waiting for the accepted potential Dragon Breathers, along with the Mist City Council. Kagaya created it, but there were 3 other members beside Yasu.
But Kagaya announced a 5th member so there could be a deciding vote. Not to mention his nephew was waiting for his Tsuguko, Shimizu.
Takeyasu: Well, at least we won't have to get a majority of 3 against one. Also, where's breakfast?
Kagaya: Amane is making it for you. Also, her, Shinobu, and Kanae are helping develop suppressants for Dragon Breathers.
