Jack Roberts, now heading the Technology Integration Division, spoke first. His relationship with Sarah had evolved into a complex mix of professional respect and personal wariness. The tensions from their shared past lingered, but they had found a way to work together effectively.

Sarah's mind raced. "I thought we had contained all of Zhao's operations. What's his status?"

Dr. Lydia Varga, now the Commission's chief quantum physicist, cleared her throat. "Zhao himself is in a... unique situation. After the merge, his consciousness became fragmented across multiple nodes in the crypto-verse. He exists in a state of quantum superposition - neither fully here nor there. We're monitoring him, but he's essentially become a cautionary tale of what happens when you try to control the uncontrollable."

Mark Thompson, who had become the liaison between the Commission and traditional law enforcement agencies, added, "We're also seeing increased activity from that shadowy group you encountered, Sarah. The one behind 'Operation Phantom Chain.' They seem to be positioning themselves as power brokers in this new reality."

Sarah felt a pang of guilt. She had never fully disclosed her involvement with that mysterious organization to her team. Now, it seemed, her past was catching up with her.

"It's time I came clean about that," Sarah said, her voice steady despite her inner turmoil. "Operation Phantom Chain was a deep-cover mission I was assigned before I met any of you. The objective was to infiltrate the crypto world and gather intelligence on potential threats to global financial stability. But the lines blurred, and I found myself questioning who the real threat was."

She paused, gauging her team's reactions. Jack's face was a mask of conflicting emotions, but he nodded for her to continue.

"In light of what we've accomplished," Sarah went on, "I believe the original mission parameters are obsolete. Our task now is to ensure the stable integration of both worlds, not to control or manipulate them for any single entity's benefit."
