This is a very controversial topic, and the answer may change, according to who you ask. Overall, Noahides should not read the Gemerra portion of Talmud, but please contact an orthodox Rabbi to ask for further enquiry.
As the Talmud, includes instructions on how to keep Kosher laws and restrictions, and how to follow the 613 commandments properly, us as Noahides, should not read this, but if someone quotes something from Gemerra, or mentions something in a video, it is alright. As long as you are not directly reading into that portion of the Talmud.
