Napoleon gives the the country economic stability. He Established a national banking system, and he created a bank of France. He made it faster to collect taxes and it was more honest than before. Napoleon stabilized the budget by 1801. He stabilized the economy with a system of fair taxes, government aid to the poor, and using the spoils of his victories to pay of the massive debt of the French's government. He gave free public education. In 1806, the university of France was built. Napoleon made the Napoleonic Code, it gave people laws that were more fair but more restrictive, and they valued safety & order over freedom. There was a uniform code of the laws- the laws were all over France. Napoleon made peace with the church, he signed an agreement or concordat with Pope Pius VII. It reestablished the boundaries between the church and the state.
