In reality if you put a bucket on a policeman's head he would aresst you or something like this.
In Skyrim you can steal things withouth getting bounty if you put a bucket on someone's head. I think you can even kill people if the guards have buckets on their
head. (I'll try this out.)
Why would you notice if someone puts a bucket on your head? Nah it's fine. What could happen?
