I was in Solitude and I wanted to sell some things. I accidentally cliked on a wine bottle in front of the guy at the counter and I stole it right in front of him. And all he did was come to me and take it back. HE TOOK IT BACK like nothing happened. No guards, no bounty, no nothing.
