If you step in a well you fall, right? Well in Skyrim that doesn't happen. You can stay right in the fucking middle of the well and you don't fall. How cool is that? (Not that much...)
You can try this in Whiterun and Solitude(I'm not sure if that is always like this, though)
That bucket from the edge of the well is useless cause you can't get in there.
WHY DON'T YOU PEOPLE FIX YOUR WELLS ??? What are you going to do when you won't have any water left?? Are you gonna drink your pee?(that's disgusting)
