You don't have to draw the facial features (i.e., eyes, mouth, whiskers, etc.) In any particular order, but for the basic structure, it is helpful to go in that order~
(I'll post a guide to cat anatomy in a little while~)
Steps:
1) Draw a circle
2) Draw the muzzle
3) Erase the circle and draw the cheek fluff
4) Draw the forehead and ears
5) Draw the nose and the inside of the ears
6) Draw the mouth and whiskers
7) Draw the eyes and the neck
