After World War III ended, Joker has spend three months searching and learning how to use magic. It wasn't easy to learn magic it took him two weeks to learn the basic's of magic and other two to learn a few spells, he was a complete amateur.

If he ever fought a magic user with experience he would lose in a heart beat because he doesn't have completely control of his mana. 



He learn that mana is the source of all magic and there's a limit to how much mana you put in each spell and what spells he can and can't use, he had to learn that the hard way because he was doing a spell in the training hall were he and his group practice magic and other abilities.

When he was done he found himself on his needs breathing heavily. It felt like the life force was drain out of him. He was about to past out, but the doctor in his group took care of him.

A few days later Joker was in his room reading a report that one of his friends got when interrogating a magician they capture in Rome. The report said that in the past magic can only be use by those who had no talent and not for those who had talent. Magic was created to fight back which ordinary beings called Gemstones. 

They are most likely referred to as "talented", and the reason that ordinary beings created magic to compensate for their lack of power. There are currently 50 confirmed Gemstones in the world.

it goes on for a few minutes, and the Magician last statement was "if those who have talent ever use magic they would only suffer". That was the end of the report.

Joker started to think about what the magician could mean by "If those who have talent ever use magic they would only suffer". He was thinking for a few minutes to process everything.

"Because magic was meant for those who had no talent".

When he finish saying that one sentence, he ran out the door and he was heading straight to the training hall to stop his men to use magic because these were people who had talent, but he was to let when he reach the door of the training hall one of his men was use magic when suddenly his arm skin tour apart and blood started to gush out.

Everyone was surprise to see their friend injured on the ground while his arm is bleeding from using a simple fire spell. Joker could believe it what he saw, he saw one of his men on the ground injured while medic was applying first aid to his arm. He stood their watching two guys take the injured guy to a doctor. 

"It's true then, those who have talent ever use magic they would only suffer" said Joker with a worried look.

The reason why the guy got injured was because he wasn't normal human being ,but he wasn't an gemstone either was something else,he was an esper. Before Joker ever found out about magic existents, he had his eyes set on espers abilities which Academy City had develop over the years.

It wasn't easy getting power development program form Academy City many had lost their lives getting it. At some point Joker wanted to use the program on himself to get an esper ability, but he didn't go thought with it because many of his group are espers including one of his four friends who been with him the longest.

The reason he didn't go thought with it because some of his men who went thought the power development program had gain and not gain any abilities that was satisfactory results. Many were level 2's, 3's, 4's, he wasn't going to take a chance with rest of his men so he put the program on hold until they figure a way to find out how to get satisfactory results. 

Joker call all of his men who had gone thought the power development program to the training hall. To tell them that they aren't allowed to use magic because it would cause harm to their bodies. They all had agree that they will not use magic anymore, but still their a little disappointed that they won't be able to use magic especially the ones who has a low rank.

Joker left the group of espers to themselves so they can process what they been told. Joker couldn't help himself to get a little excited because magic is getting more and more interesting as he learns more about it.
