this is the same effect as before, except it's on Phonto and PicsArt.
ONE:
type your text in phonto, then save it.

TWO:change the text to black [for a white boarder] or white [for a black border]
in picsart, you can only do black or white boarders, unless there's another way [if there is one, ill add it when i find out]
THREE:
go to style and add your outline from the stroke option

open your text [the one without an outline] and then open your other text [the one with a border]
change the blend mode to multiply for a black outline or to screen for a white outline.
