This article makes me wonder if Scarlet's ruby has significance beyond it just being something she stole. Check out the last picture at the bottom (Elizabeth II).

Since the Royal Family had huge rubies in their jewel collection in '68, did Scarlet feel an urge to own one/some as well?
In terms of her childhood trauma, her aspiration to mimic/be the Queen strikes me as tragic. Without a family in the picture, Scarlet never had the chance to inherit heirlooms. To make up for the lack, she probably stole things like the ruby to create a substitute and hence soothe herself. Perhaps it also made her feel more like the queen she aspired to become.
This would help explain why she was so angry when the ruby momentarily disappeared at Villain-Con—in her mind, it would have seemed like someone had stolen her precious heirloom.
