You know Ash's Pikachu, right? So do you know how the hell does his level keep resetting?
It's an invisible region boundary; every time you arrive in another region, your level is reset to level 5. Luckily you keep all your moves that you knew, plus when you go back to a region you've been to before you get your old level back that you had in that particular region.
