The GCPD was over powered by the lunatics of Jeromes cult. There's were too many. The police were over powered, as the tooth Jeromes guide.
"Get those freaks in the cages!" Harvey shouted. But no matter how hard the police tried, they were overpowered by the lack of units and cells to put them all in.
"We need to find Jerome!" Jim shouted over all the noise.
"Hey, watch it!" Harvey yelled pointing to an officer being choked to death by two or three people. Jim and Harvey rushed to his side and pulled them off the officer.
"What about you? You know where Jerome is?!" Jim shouted into the face of a lunatic he had pulled off the officer. Of course the man just laughed.
"Where is he? Look around!" The man said, "he's everywhere!" He growled.
Just then, glass broke and something flew through the glass mural of the building.
"Incoming," someone shouted. Just in time for Jim to pull himself and the lunatic off the table. Fire lit up the building. All on the very table he was just leaned over.
"Tonight! Gotham. Is. Awakened!" He shouted, getting shouts from all the other cult members, as he was led away by an officer.

"We have reports of a riot growing on the west side as well as widespread looting uptown. Mobs of cult members have taken over Anders park, Gotham cathedral, the zoo..." the woman said.
"Alright, concentrate units on the west side,make sure they are issued riot gear. Any word on Jerome Valeska?" Jim asked. "Harley Quinn?"
"Not yet," the woman said. "For either of them,"
"Alright, let me know as soon as they are spotted." Jim said as the woman left. Jim walked into Harvey's office as he hung up the phone
"Right got it." Harvey said, he hung up. "Lights are coming back tonight. Tomorrow, if we're lucky," Harvey informed.
"This thing just keep getting bigger. It's not just the cult anymore. Ordinary citizens are taking Jeromes que." Jim said.
Harvey shook his head. "Meanwhile McCormick is MIA. Haven't seen him since Harley was sent home. On top of that, Conblepot is also missing that means no one is running city hall...although that might be good news," Harvey said as he picked up his ringing phone and slammed it back down to hang it up.
"We need to find Jerome. He's the symbol. If we can take him out, maybe we can limit this to a single madman." Jim said. "And as soon as he's gone, we can focus on Harley,"
"How the hell are we supposed to find him out there? The whole city is just a giant dumpster fire!" Harvey exclaimed as the phones continued to ring. "Harley is smarter than we think. She was smart enough to figure out how to unfix herself, then shes smart enough to know how to avoid us."
"Jerome said he wanted to plunge the city into darkness, so people could do what they want. He's not one to miss out on the fun. So what does he want?" Jim reasoned.
"A puppy?" Harvey said sarcastically, "how should I know? I didn't talk to him," Harvey said.
"But we talked to Harley--"
"Jim, that's when she was brainwashed. That's when she didn't know who we really were. You heard what she said in that message. You need to watch your back. Especially out there, she has the home team advantage when it comes to this city," Harvey said, slamming the phone down again to make it stop ringing.
