We have collected your letters since then and have enclosed them for your convenience. The penitentiary is currently CLOSED for construction. All inmates have been moved; a list of the new whereabouts can be found via the U.S. penitentiary website.

So the dates are important! Niall's letters (mentioned above) were not able to get through to Alcatraz, due to security purposes. You obviously wouldn't want mysterious letters and parcels coming into the prison's walls while there are bomb threats, right? Right.
But what about Zayn's last two letters, you might ask? They were delivered and Niall did read them as you can tell from his responses. How were they able to make it out of Alcatraz you might wonder? Well, you may remember that Zayn more or less befriended the Warden, who made an exception and personally made sure Zayn's letters were sent. Make sense? I'll be happy to clear up any confusion if you still have questions!
