In a rift between the demension of reality and the PokeVerse exists a plane of existance that's keeps everything in balance. It isn't quite the distortion world Garatina lives in, but a world that controls what events come and go within the world. Who lives, who dies, who deserves punishment. It's the Karma of the PokeVerse.
The small god is named Phynn. Most people who beleove in him simply call him Karma. He isn't in charge of creating new Pokémon, new regions, new people, and new life. He is in charge of spreading happiness, joy, and love. He is also in charge of creating punishment, or karma, and those who act incorrectly. Those who abuse, those who hurt, and those who destroy all get punishment from him somehow. Wether it's by causing an event to occur or by influencing an arrest. He is Karma.
But in the world there is a girl named Lexi who is completely aware of everything and wants revenge on Karma. She believes if she is able to capture Garitina, Deyoxis, and Yvytal she will be able to destroy Phynn. She wants to destroy him because she believes they are all toys and puppets to Phynn. She wants to free humanity and Pokémon from his ungoodly reign as nothing but his salves for amusement.
Lexi loves all Pokémon, but she tends to prefer ghost, poison, dark, ice, and dragon types because they can understand her. She travels from region to region and uses Celibi to go back in time to recruit major memebed of antagonists all across Pokémon history. She has Celebi and Raikou in her control so far.
Phynn wants to stop her because she is disturbin timelines and creation as well as abusing the power of Celebi for her quote unquote righteous intentions.
In Pokémon Heaven and Earth, you get to choose wether you side with Phynn for protection or Lexi for liberation.
