Chapter 10: The Sokovia Accords

The Secretary of State, who was Thaddeus Ross, was standing at the head of a table. Rhodey, Natasha, Steve, Tony, Sam, Vision, and Wanda gathered around to hear what he had to say.

"Five years ago, I had a heart attack. I dropped right in the middle of my backswing. Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass... I found something 40 years in the Army had never taught me: Perspective. The world owes the Avengers an unpayable debt. You have fought for us, protected us, risked your lives... but while a great many people see you as heroes, there are some... who would prefer the word 'vigilantes'," Ross said.

"And what word would you use, Mr. Secretary?" Natasha asked.

"How about 'dangerous'? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" Ross pointed out.

Ross made a screen come down behind him. He showed them news footage from past Avengers and SHIELD matters.

"New York," Ross began.

The invasion from New York showed on the screen, making Rhodey feel regretful and look back toward Natasha.

"Washington DC," Ross stated.

The three helicarriers that were controlled by Hydra were firing on each other. Then one of them crashed then another until the whole place was taken out. Sam looked down in shame.

"Sokovia," Ross continued.

People were running around, scared as the city rose into the air with buildings falling. Wanda and Tony both stare at the screen.

"Lagos," Ross finished.

Their last mission was shown, one image revealing a girl's body. Wanda felt bad for that and Steve noticed.

"Okay. That's enough," Steve intervened.

Ross got an aide to turn off the projector.

"For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution," Ross told them.

He was then handed a thick booklet and passed it to Wanda, who slid it to Rhodey.

"The Sokovia Accords. Approved by 117 countries...it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary," Ross explained.

"The Avengers were formed to make the world a safer place. I feel we've done that," Steve said.

"Tell me, Captain, do you know where Thor, Banner, and Y/N are right now?" Ross questioned.

Steve's eyes met with Ross's. Steve slightly got mad when Ross mentioned his sister.

"If I misplaced a couple of 30 megaton nukes...you can bet there'd be consequences. Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground," Ross explained.

"So, there are contingencies," Rhodey guessed.

"Three days from now, the UN meets in Vienna to ratify the Accords," Ross said.

Steve looked at Tony, knowing the real reason Ross was brought here.

"Talk it over," Ross replied.

"And if we come to a decision you don't like?" Natasha asked.

"Then you retire," Ross answered.

She let off a small smile as he left the room.

Meanwhile, Zemo was in Cleveland, trying to get answers to where the mission report for December 16, 1991 in any way possible. Meaning to kill Karpov and steal his book from that day.
