Bucky's pod was secured in a dimly lit room. Steve watched the screen of that from the glass-walked office. Tony then went inside to talk.
"Hey, you wanna see something cool? I pulled something from Dad's archives. Felt timely," Tony said, showing him two pens in a nice box, then continued, "FDR signed the Lend-Lease bill with these in 1941. Provided support to the Allies when they needed it most."
"Some would say it brought our country closer to war," Steve mentioned.
"See? If not for these, you wouldn't be here. I'm trying to...What do you call it? That's an olive branch. Is that what you call it?" Tony asked.
"Is Pepper here? I didn't see her," Steve wondered.
"We're kinda...Well, not kinda..." Tony started to answer.
"Pregnant?" Steve guessed.
"No. Definitely not. We're taking a break. It's nobody's fault," Tony said.
"I'm so sorry, Tony. I didn't know," Steve apologized.
"A few years ago, I almost lost her, so I trashed all my suits. Then, we had to mop up HYDRA...and then Ultron. My fault. And then, and then, and then, I never stopped. Because the truth is I don't wanna stop. I don't wanna lose her. I thought maybe the Accords could split the difference. In her defense, I'm a handful. Yet, Dad was a pain in the ass, but he and mom always made it work," Tony explained.
"You know, I'm glad Howard got married. Y/N and I only knew him when he was young and single," Steve commented.
"Oh, really? You three knew each other? He never mentioned that. Maybe only a thousand times. God, I hated you both," Tony remarked.
"We don't mean to make things difficult," Steve assured.
"I know, because you're a very polite person. I don't know about your sister," Tony stated.
"She is. And if we see a situation pointed south...we can't ignore it. Sometimes I wish I could. Y/N does too," Steve replied.
"No, you don't," Tony disagreed.
Steve smiled thinly then said, "No, I don't. Sometimes..."
"Sometimes I wanna punch you in your perfect teeth. But I don't wanna see you gone. We need you, Cap. And with your sister, it makes you both valuable. So far, nothing's happened that can't be undone, if you both sign. We can make the last 24 hours legit. Barnes gets transferred to an American psych-center...instead of a Wakandan prison," Tony clarified.
Steve frowned a bit, took one of the pens, and negotiated, "I'm not saying it's impossible, but there would have to be safeguards."
"Sure. Once we put out the PR fire, those documents can be amended. I'd file a motion to have you and Wanda reinstated..." Tony said.
"Wanda? What about Wanda?" Steve asked, confused.
"She's fine. She's confined to the compound, currently. Vision's keeping her company," Tony told him.
"Oh God, Tony! Every time. Every time I think you see things the right way..." Steve told him.
"What? It's a 100 acres with a lap pool. It's got a screening room. There's worse ways to protect people," Tony pointed out.
"Protection? Is that how you see this? This is protection? It's internment, Tony," Steve replied.
"She's not a US citizen," Tony brought up.
"Oh, come on, Tony," Steve muttered.
"And they don't grant visas to weapons of mass destruction," Tony continued.
"She's a kid!" Steve exclaimed.
"GIVE ME A BREAK!" Tony snapped, calmed down, then said, "I'm doing what has to be done...to shave off something worse."
"You keep telling yourself that," Steve said, put the pen down, and replied, "Hate to break up the set."
He left and Tony just turned to see Bucky in his prison pod.
He noticed Y/N walking in, only for her to see Bucky on the screen.
"I'm still wondering what you see in that guy," Tony remarked.
She glowered at him as she said, "You don't know what he's been put through. When he was kidnapped in '43 and ever since I thought he was dead, he was experimented on and that's what made him like this."
"And yet he had enough control to remember you. You would think he would do something to try and stop himself from letting it escalate any further," he pointed out.
"You still don't get it," Y/N muttered.
"Then tell me how I can. Then if you sign this, I can find a way to help him," Tony said, pushing the document and a pen toward her.
"Are you kidding me? Steve told me what this does," she said.
"You mean only the parts that he was willing to share," he remarked.
"I know about what happened to Sokovia and I get it, but does this really solve everyone's problems if we can't always be there to help?" Y/N pointed out.
"We need to be in check. And you running around with a loose cannon like Barnes makes that difficult for an Avenger," Tony said.
"Well, I hate to break it to you, Stark. Actually, I love to break it to you. I would rather be with Bucky in that prison pod than live a life of luxury without him," Y/N snapped, got up, was about to leave, then said, "And unlike my brother, I'm not an Avenger."
She walked out and looked at the screen that showed Bucky in the cell. Steve saw this and approached her.
"I'm guessing you snapped at Stark for him wanting you to sign the document," he said.
"You know me so well, Steve," she replied, making them both chuckle, then she asked, "Is Bucky ever going to have a life where he won't get hunted down?"
"Well, when he was with you, it felt like that life existed. But at this rate, it would only happen if he were to disappear," Steve pointed out.
"And me with him if we want to be together," Y/N added sadly.
"I don't want you to have to do that to be together. It would be better if life was simple, but it's not," he pointed out, equally as sad.
"Neither is love. Family or relationships. We survived through World War II, so we can survive a Civil War," she said.
"The only difference is in World War II, we fought our enemies. In this, we're fighting our friends," he corrected.
"No offense, but the only friends I've made since coming out of the ice are Nat and Sam and Sam is on our side. The others I can live with fighting," Y/N remarked.
"Point taken. But Nat still signed it, so you're still in the same boat I'm in, sis," Steve smirked then walked off.
"Very funny, bro," Y/N responded with a smirk of her own.
She looked back at the screen to see the interrogator coming into the room with Bucky.
"I promise, Bucky, I will get you out of here," she promised then followed Steve.
