"Introduction" is the lead track off of Panic! At The Disco's debut album,  A Fever You Can't Sweat Out .

The brief introduction features a static radio signal with small samples of audio, including a song on the album and a few radio personalities. The first radio personality speaks in Polish, while the second gives an introduction to the album.

(..niemieckich spotkało się z szerokim rozgłosem w samych...)

This is Polish, and translates to "...gained significant popularity," probably referring to the album itself and foreshadowing its popularity.

Given that the album mimics an old-fashioned burlesque theater show in many ways, this line may contribute to that, as if someone is introducing the story of "passing fantasy" to an audience by describing its rise to popularity.

Ladies and gentlemen, we proudly present a picaresque score of passing fancy

This intro is meant to not only set up the album for the beautiful music and art it contains, but to transport its listeners to the past. From the 1940s radio voice to the term "passing fantasy," this introduction foreshadows the album's success. A Fever You Can't Sweat Out  was, and will continue to be, a piece to remember.
