"Mad as Rabbits" chronicles a person who has given up his position of complete freedom to live as the ideal working man that provides for his entire family. The problem is that this person has lost all joy in his life, and has become "as mad as [a] rabbit."
The title also could be making an allusion to Alice In Wonderland since they are as 'mad as rabbits', like the rabbit in the original book.

Ryan Ross:  For me, I'd had this idea about writing a song about a character that is in the calendar business, and business was bad, and so I came up with the lyrics. They lyrics took me a long time to get the finalized version of; they were kind of pieces I'd had for a couple of weeks or a month or two, and then placed them all together. It reminded me of some kind of old session that would happen where you don't think about it, you just kind of pick up and instrument and play it... it's also the last song that we wrote for the album

Jon Walker: We basically just spent a whole Saturday... It was like, you know, the last week we were in the studio, and Brendon was on bass, I was playing guitar... We played the song until were happy with it, pretty much.

Come save me from walking off a windowsill
Or I'll sleep in the rain.

The song opens with a pretty shocking picture of self-destruction. The next few lines  illustrate that the protagonist's life has drastically changed over time, which might spark these destructive behaviors. However, the fact that he wants to be saved shows that he knows these thoughts are bad for him and he recognizes that life is worth living despite all the hardships he faces.

"Sleeping in the rain" is a metaphor for putting oneself in an uncomfortable situation out of spite, which he would do if someone didn't come to the rescue. He wants to know that someone cares enough to stop him, and the lack of sympathy from those around him might even be a reason he's doing these things. Perhaps he'd sleep in a downpour coming from up north?

Don't you remember when I was a bird
And you were a map?
Now he drags down miles in America
Briefcase in hand.

There's an important shift in perspective and who's singing in the second half of this section that illustrates that Ryan is narrating a story that Brendon is playing the main character. This could also suggest that the man feels detached from his own life and doesn't feel like the person he's supposed to be.
