Most people headcanon Kenny wearing his hood down a LOT more when the boys are teens, and I love this idea :3 I actually have a simple reason to why he does.
By the times the gang are teenagers, global warming would've gotten worse. therefore, Kenny feels overheated with his face covered all the time. so he lets his hood down for most of the time, except when snow is bucketing down, or it's just REALLY cold, then he'll wear it up.
(side note: Butters looks ADORABLE in Kenny's parka. I still love how he actually wore it in canon x3)
