Step 1 : go to filter - posterize. Set it around ten, if it's too low then the picture is quite complicated, if it's too high the picture has no effect at all.

Step 2 : as usual, make the base first. I darken the skin later because this is too light 👇

Step 3 : select the first area you want to shade first. I picked the hair like always. Now, pay attention to the gray strokes over here. Follow the lines in a new layer and you have your first shading. If you can't see it clearly, lower the opacity.
Remember, adjust the pen size.
