The rather out of character outburst you had with Kaneki didn't sit right with you, it had left a bad taste in your mouth. But, you had to ensure he wouldn't tell. Then again it may have been a little over the top, but the secrecy of your identity was crucial. You built zodiac to work as a democracy between the eleven leaders, but in truth if you were to die or leave then entire structure would soon come crumbling down.

Since taking over you had immediately sought to mend the giant divide in the group, the animosity between Leo's group and your rebel's was intense. It had taken years to repair the bonds that had been shattered during your take over, even today the two sides would eyeball each other when something went wrong. You'd taken a big risk when you almost immediately gave them all a share of zodiac land, given each a considerable portion of man power and land that came with the position.

"So uh, you wanted to see me?" Kaneki asked nervously as ten people he had never seen before walked into anteku, it was late and you'd asked him to come back.

"Yeah, I'm gonna need you to make the coffee for everyone, or at least take their orders until shinsetsu gets here."

"Shinsetsu?"

"Not important right now, but she'll take over once she arrives."

"So you just want me to do drinks right?"

"No." You told him sternly, watching as the place filled and the ten people took their seats. "I want you to watch and listen, pay attention as much as you can and keep your mouth shut. If your gonna be privy to my ghoul name, then your gonna be useful."
Kaneki nodded nervously, unsure what he had been thrown into.

"Who's this guy?" Asked one of the taller men, though he wasn't as slim as you he was still lean. His once charming and charismatic flare had faded more these days, though his wife clutching his hand seemed to keep him happy.

"No one you need to worry about, think of him as my new... tea boy for the time being." The group looked at each other, it was clear that no one really had a clue to his identity, except maybe...

"Ken Kaneki." One of the smaller members announced, staring at the half breed. He had a problem as he tended not to blind enough, his incredible brain running around the clock. "Last seen with Rize Kamishiro, before she was crushed to death by falling debris and had her organs transplanted into the surviving boy in an emergency procedure." Everyone stared at Kaneki, each processing their own reactions.

"You didn't think this was worth mentioning (Y/N)?" Asked a young man who resembled you, though was taller and leaner, but not as tall as the first man to speak up. He leaned forward, slouching over the table with a troubled expression on his face.

"Well, thats whats on the docket today." You told them. "The zodiac discussion is now in session." Kaneki suddenly paled as he realised the group were all leaders of zodiac, everyone, bar the obvious exception of Libra, was here. Aries seemed the most interested, though kept his mouth shut. "First off well start as usual, anyone have anything to report from their territories?" You asked.

The session always followed a strict flow of how things worked. To begin everyone would report anything strange happening in their ward that was out the ordinary, even if it was something as basic as ghouls fighting over land. Usually they would have been dealt with, but it was a way for the different run territories to feel more connected and for the others to get a sense of how things were working out with each other. Very rarely a new group would emerge to try and take over, but these small pockets were dealt with quickly by a joint effort from one or two of the surrounding territories.

Next they would listen to the heads of the group, the ones will extra responsibilities. First was Capricorn, your half brother Yagi, who was in charge of logistics. He listed off the changes in resources, manpower and supplies. He was the backbone of the organisation, without him very little would be done. He acted as a kind of quarter master for the group, everything noted down in a small lodger he kept with him at all times. When it became full he'd acquire a second and carry them both for a month or two because he burnt the first, he needed to make sure it never fell into the hands of someone outside the group. Yagi would usually compare quantities and figures from weeks past, usually to spot any way he could maximise efficiency.
