Barney was based off of this guy from the 1930's called 'barney' who would dress up as a dinosaur. He would go to the park almost everyday. He would lure little kids in and then kidnap them. He would then force them to be happy and if they refused to do so... well, he would slit their throats and then throw them into the river. That's only one of the many conspiracies.
