Garou took his chances and went back to the city.
He lurked in the shadows, trying to make sure that he didn't get caught or stopped by any heroes.If that were to happen, then it'll complicate things. His plan?
Well...he didn't really have one. He figured if he confronted the association, he'll be able to work out a deal with them. Force them to make a deal. After all, they were utterly terrified of him, so negotiating, or rather threaten them, probably wouldn't be that difficult.
What Garou didn't realize is that he had more heroes holding grudges than he thought.
Garou was looking in an alleyway, when, 'You,' Garou turned, and when he did, he saw a fist coming at him.
Garou jumped out of the way.
The fist entering the ground, causing rubble and the concrete to overlap.
'Well, if it isn't the Hero Hunter? Decided to finally show your face?'
Low and behold, it was Amai Mask, 'Good. Because I'm going to break it. '
'You gotta be kidding me,' Garou sighed disinterested.
The last thing he wanted to do was waste time on this guy and then add more to the list of what the association can do to him.
As a result, the fight was more of a game of Cat and Mouse. Amai Mask would try to attack him while Garou seamlessly dodged. This also resulted in a few streets, pillars and walls being destroyed.
As it got more wide in scale, it then grabbed the attention of the Hero Association.
They were shocked that Garou had returned. However, they knew exactly who to call to take care of this issue.Garou wasn't having much fun with this. He leaped out of the way again, Amai Mask planting his fist into the pavement.
Garou landed gracefully on the ground several feet away.
Amai Mask scowled, veins in his neck and head bulging from his power, 'Come on and fight, Monster. I'm in no mood for your games.'
Garou's eyes narrowed, 'Not interested. Or would you rather have me smash your teeth in again?'
Amai Mask growled.
Garou smirked. Maybe it wouldn't hurt to let off just a little steam.
'Garou.'
'Huh?' Garou turned and when he did, everything went black.

Garou's eyes snapped open and he shot straight up.
When he became more aware, he held his head as it started to hurt.
He groaned, 'What the hell hit me...?'
His nose started to throb. He wiped at his nose to find remnants of dried blood.
He glanced around and realized where he was. He was in a glass holding cell, 'Shit.'
Suddenly, he heard a knocking at the glass. Garou quickly turned in his spot towards the knocking. When he saw who it was, he glowered, 'Of course, it had to be you.'
Standing on the other side of the glass was none other than Bang.
'Hello, Garou,' Bang greeted calmly.
Garou snarled, 'What the hell do you want? I'm locked up, isn't that what you wanted? Just go, already.'
'Where have you been the last four years, boy?' Bang questioned.
'None of your damn business, old man,' Garou spat.
Bang didn't seem too impressed with how hostile Garou was being. Then again, he shouldn't be too surprised.
'Are you done? I have a reason as to why I'm here,' Bang commented, 'Although, in my opinion, I believe you will never agree to it.'
Garou raised a brow at him, 'The hell are you talking about?'
Bang went on to explain, 'How would you like to get out of this cell? Get off the Hero Association's Wanted List? To walk free?'
Garou was silent for a moment before, 'Keep talking, old man.'
'A hero, not too long ago, had created a Rehabilitation Program for troubled individuals. If deemed worthy, they'll be given a chance to get taken off the Hero Association Wanted List. Only if they follow the protocols they are given,' Bang told him.
'And I was picked? Why?' Garou was becoming very skeptical, it sounded almost too good to be true.
'They looked at your file and said that you should be given a chance, despite the trouble you caused,' Bang said, 'If you agree to these terms, you'll be placed under my supervision. You are not allowed to go anywhere without my knowledge and you are prohibited from entering civilian homes under any circumstances. The final condition is that you will refrain from any and all violent activity. No causing trouble or fighting heroes. For any offense or condition broken will be counted as a strike against you. You only get three and after the third strike, you'll be locked up for good.'
Garou bit the inside of his cheek. No fighting? That didn't seem like any fun, at all.
Then, Kaana came to mind. Garou looked down in thought and he clenched his fist. He wanted to find her. To see her again. He can't do that if he's locked up.
He glanced back at his old Master, 'How long will I be on a leash?'
Bang replied, 'Standard procedure would be a year. Depending on how well you do, it could be shortened or lengthened. It all depends on your behavior.'
Garou heaved a sigh, closing his eyes before gazing back at Bang, 'Better than nothing, I guess. I'll do it.'

Bang thought back on the memory three months ago.
He didn't think that Garou would hold to the deal. It was surprising how much the young man had changed.
The only thing that hadn't really changed was the temper.
Garou was outside on the mountain side courtyards. He was practicing his forms, or rather, trying to work off his anger.
Throwing a kick at a nearby boulder, shattering it, Garou held his finishing stance for a moment. Covered in sweat, breathing heavily, shirtless, his hands bound in athletes tape.
He lowered his stance, standing at neutral.
He clenched his fist, 'Damn it. I'm sick of being cooped up in this place. I can't leave without the old man's say so, though. This whole deal is stupid!!'
Kaana suddenly came to mind and his fist fell slack, 'I can't risk it. Even if Kaana doesn't want me, I still want to be by her side. I can't risk getting in trouble. I fucking hate it! When the hell did I become a lovesick fool? The whole damn universe is against me.'
"You seem rather tense today, Garou," Garou turned to see Bang walking his way.
Garou huffed as he turned away and proceeded to unwrap his hands, "What do you want?"
"I just wanted to have a chat with you," Bang stepped closer, "Something had been on my mind since you decided to go through with the program. You, of all people, I thought would refuse outright. Or at the very least, try to go behind our backs."
"Nice to see you have very little confidence in me," Garou remarked dryly.
"Then, enlighten me: what changed that made you want to do this, at all?" Bang's question was met with Garou halting his movements.
As he lowered his arms, he couldn't and wouldn't admit it was because of Kaana, so Garou responded, "I didn't want to hide anymore. I'm tired of it. I ain't a monster anymore, but someone told me I can be more if I tried. I ain't gonna let this opportunity go to waste just because I hate heroes who seek fame or enemies that want to provoke me. I guess, I'm just looking to--"
"Garou!" The two men turned and they saw Kaana trotting over across the platform, smiling.
"Reinvent myself," Garou's expression softened a bit upon seeing her.
Bang caught the change in Garou right away and immediately understood.
