This is a kinda short but not that short idea.

When Naruto uses the Kyuubi's chakra to bring Sasuke back to the Leaf Village, the council of elders decide that he was a threat and behind Tsunade's back, arrest him. They put him in a cage with seals and decide that he will be executed within a month. Tsunade and the Rookie 9 including Sasuke find out, they decide to save him and leave the Leaf Village. But they didn't count on them torturing Naruto.
