As you might have learned in the last story... The Rani is a Timelord from Gallifrey and was a best friend of the Doctor.
The Doctor destroyed her completely until she came back.
Scarlet knows about her from books. She studied all about her ancestors and one of them was the Doctor. Another ancestor was his arch-enemy,the Master. They taught her many things but not a whole lot about the Rani.

This is the Rani. More history about her: Species:Time Lord Family:Unknown Friends:The Master Charateristics:She flies a TARDIS across turn and space. She tries to kills the Doctor,but as usual for all of his enemies,tries unsuccessfully. She made the Doctor regenerate into the Seventh Doctor because she used radiation poisoning in him which is deadly to timelords.
She has heard of the name Scarlet and thought it was a Time-Lord name. It is,but her real name is unknown.
She took the name Fiona Stalin to disguise herself as a doctor and do her evil planning without any trouble. With Fiona,she could do anything that she wanted to do.
If she wanted to,she could go back in time and kill the Doctor,but realizes it's impossible. So...now she can be called either the Rani or Fiona Stalin. If you like her as Fiona,then i will use her instead of the Rani.
But everyone will now remember her face because of her terrible secret.
