Prim never died in the Capitol. She was forced by Coin to fake her death in order for Katniss to want to kill Snow. Coin sent Prim to a group of civilized people in an area Panem did not own. There, she grew up until she was an adult and then was recruited by the Bureau of Genetic Welfare, where she changed her name to Edith Prior.
