When baby is born they eather don't have the flowers grown on them or have small buds. When they're around 5 they all have the buds on them. The blooming of the flowers is some sort of puberty thing that they go through in their early teens, that's why Asriel's flowers aren't bloomed yet.

Mettaton, his flowers are all tulips, they symbolize fame. He has more flowers in his 'toaster' form because she's weaker in that form. They hide their flowers under her hair for more defence, the 'you can't see it you can't his it' logic.
