Hera was lonely, she wanted a child to comfort her as Zeus's constant cheating with Mortal women was taking it's toll on her. Now do not get her wrong she already had Ares, Hephaestus and Hebe who supposedly her pride and joy but that was not the entire truth, because they had their own issues.
Hebe was divorced from Hercules and was absorbed in her work as a means of keeping him away in his numerous attempts to win her back.
Hephaestus like Hebe was absorbed in his work with his machines in his forge to cope with his divorce from Aphrodite and principally to hide his deformity from the rest of his family, but they were on good terms.
Ares on the other hand was her biggest regret. He was a brute without a brain, a warmonger, a womanizer(who was far worse than his father), to top it all off he was hated by both gods and Mortals; basically he was a pariah.
Though was one who caught her eye. This was Percy Jackson, son of Sally Jackson and Poseidon.
He was a demi-gods who led the other demi-gods of Camp Olympus first against the giants led by Porphyrion and Gaia then against Kronos and the Titans in the second Titan war.
She watched him from his first quest of retrieving her husband's lightening bolt and Hades helm of darkness, from then on she spent most of her time watching him from Olympus via Iris message.
He was exactly what she wanted/needed in a son when compared with Ares.
The only silver lining for Ares, was that he respected in his Roman form of Mars who did not have the brash, warmonging attitude of his Greek Counterpart but was more civilized albeit militaristic in behavior.
She planned to adopt him(i.e. Percy) as soon as was reasonably possible
