No one knew what made Cleo different. She was converted as a young child, yet she was still able to think, and had no desire to mindlessly attack players.
Joe had found her, an outcast from her own village, turned away because she was different, because she wasn't insane like other zombies. Because she was a freak.
Joe brought her to Hermitcraft season 2, where she was accepted and brought into their family. After all, she wasn't thoughtless.
