Heather wears a short plaid skirt because as a poor girl she does not have the money to wear the long responsible skirts that were worn by the wealthier girls. A white button-up shirt that's quite large on her due to it being an old piece of clothing of a past Newsboy. A brown waistcoat with a few buttons missing, lace up boots and a grey Newsboy cap.
