Section 1
Amendments to this constitution shall be proposed in one of two ways. The first way shall be when 2/3 of both houses of Congress propose amendments. The second way shall be when Congress, by the vote of 2/3 of the primary-division legislatures, calls a convention for proposing amendments. Either way shall be valid when ratified by 3/4 of the primary-division legislatures or by conventions in 3/4 of the primary divisions.
Section 2
No amendment shall have an expiration date or deadline, and the federal government shall have the power to prevent any foreign or domestic interference with the amendment process.
Section 3
To avoid confusion, the following shorthand shall be used when citing this and the previous 2 constitutions:
• #C#A#S#P#a
The #C refers to the specific constitution; #A refers to the specific article; #S refers to the specific section, where applicable; #P refers to the specific paragraph, where applicable; and #a refers to the specific amendment, where applicable.
