New Military Aerospace Technology: What Does This Mean For Civilians?

This Friday, the United States government announced a series of space vehicles that may be useful in combat with alien forces, should the need arise. These ships are all based around new modes of power, more efficient and powerful than those currently in use. Moreover, these vehicles seem equipped for long term use.
The ships are larger than typical Air Force planes, equipped with living quarters more reminiscent of historical long-distance missions. Most curiously, they seem to contain equipment to establish a planet-side shelter. While no statement has yet to be released from NASA or any other facet of the United States government, many theorize that the military may intend to establish temporary or permanent bases off Earth.
This newly public technology may affect the timeline for civilians travelling to the Moon or Mars, possibly even establishing colonies. What would this new timeline look like, and is more technology likely to be released soon?
