Prim never died in the Capitol. She was forced by Coin to fake her death in order for Katniss to want to kill Snow. Coin sent Prim to a group of civilised people outside of Panem. There she grew up until she was an adult and then was recruited for a Genetic Warfare experiment. She was forced to change her name and was sent with many people into a fenced city divided into five factions. She was soon made the leader of Abnegation. Her name had been changed to Edith Prior.
