Garret walked outside the hotel, taking the stairs up to the roof. Scaramouche was staying at Mona's to "talk about Jean," but Garret knows they weren't actually doing that. I mean, as long as he's know Scaramouche, he hasn't accepted any sort of advice for a long time. He even throws away tips from the Tsaritsa. They were probably out watching the meteor shower right now, knowing Monas fascination with the stars she wouldn't miss this.Garret made his way up to the roof and sat down around the edge of the roof, the fireplace sticking up on his right.
The stars began to fall across the sky, bright flashes of light took up the sky. Garret stared in awe at the beautiful sight. He started looking around. Many people say on their respective houses with snacks and picnic blankets. He looked up behind him and the large Barbatos statue. It really was amazing. It reminded him on the statue of the Raiden Shogun in Inazuma City, except this one stood for something good. The people's of Mondstats freedom, not their stripped ambitions.
He studied the face and the unique designs when he spotted something on the top of the statue, on its head. It looked to be people, dark flowing hair.
Is that Scaramouche? And is that Mona with him?
Garret noticed the cute beanies on their heads and smiled to himself. Scaramouche really looked like a normal young adult. It's hard to imagine him living a life like this. Garret had known Scaramouche for years now. With all the time they've known each other, He's never seen Scaramouche so... what's the word? Relaxed...
Just then, a large flash appeared behind him, probably being a huge meteor. But Garret eyes were glued to the pair on the statue.
He sat and watched from afar as they sat frozen looking at each other, and suddenly, the leaned closer to each other and their lips locked.
Did Scaramouche a Mona just... kiss?
The two didn't pull apart for a good 10 seconds. They just started at each other after, and seemed to say something, but Garret couldn't hear the conversation.
Scaramouche... in a relationship?... this is not going to go well.

Mona woke up the next morning. She lay in her bed and Scaramouche on the couch. As sat up and looked at him. Butterflies flapped around her stomach as she thought about last night, or technically earlier this morning.
After the meteor shower they came back to Mona's place and awkwardly went to bed, I guess even put together people can fall out of it when they're flustered.
Scaramouches eyes fluttered open and he slowly sat up facing away from Mona. Mona realized she had been staring and whipped her head away.
"Erm... Good Mroning..." She awkwardly said. Scarmouche flipped around, startled by the sudden noise. "Oh, yeah. Morning Mona..." He replied, also very awkwardly.
What is one supposed to say after a kiss? Good job? That was nice? There's not a conversation in the world that can follow that. Mona sat on her bed looking at the floor thinking how to start a conversation. "Do... do you maybe want some breakfast?" Scaramouche slowly said. "Uh sure, that would be nice..." Mona replied.
Scaramouce got up and started to prepare breakfast for himself and Mona in the kitchen. Scaramouche stood at the stove cooking eggs, shifting the frying pan over the fire. "So... should we... talk about yesterday?- Maybee..?" Mona asked. Scaramouche sighed in relief. "Oh thank goodness you brought it up, I really didn't wanna." He said chuckling, which got a snicker out of Mona.
Mona stood up from the bed and made her way over the Scaramouche, grabbing fruits out of the fridge and a cutting board from the cabinet. She floated over a knife from the drawer and started to cut the fruits.
"So... we kissed." Mona slowly said.
"We kissed..." Scaramouche agreed.
"There is obviously feelings between us," Mona continued.
"Feelings are there." Scaramouche added.
"So what do we do now?" Mona finished.
"That, I have no clue." Scaramouche replied
...
"Well we gotta do something, we cant just get all personal then pretend like it never happened! That is... unless you want to pretend like it never happened?" Mona nervously said, pouring the chopped up fruits into the blender. "No, I don't want to pretend it never happened. And I don't wanna pretend like what's going on between us never happened. But there's a few complications that-" Scaramouche was cut of by the door being blown open.
"Good morning sir!" Garret said cheerfully.

Garrets Perspective
I didn't think Scaramouche and Mona would actually move forward in their relationship. I've seen him have his fare shares of small crushes, but he's never actually kissed one. I never even considered them kissing him back. But there they were this morning, practically making out! Well, I guess I might be over exaggerating just a tiny bit, but the higher up harbingers would no doubt twist that exaggeration to the truth. I've met a few of them, and they are by no means someone you edge on. Scaramounche could get off easy with most things, being number 6 is quite high. But he wouldn't get so far with this one.
They don't tell you this, but her majesty actually has a whole rule chart set of for fatui agents, even more so for her harbingers.
Number 23: No engaging in romantic/sexual activity outside of The Tsaritsas knowledge.
And correct me if I'm wrong, but her majesty has zero clue about this. Not even another harbinger has a clue! Her majesty is very strict about who the fatui associate themselves with. And trust me, you do not want to be on the receiving end of her anger.
A high up national leader could have been excused. A wealthy nobody from nobody knows nowhere would have gotten a minor punishment. But a dirt poor, traveling, low rate magician? Scaramouche could be suspended. Or if he keeps this behavior up, is could be seen as treasons against the Tsaritsa. He would become a wanted criminal, and drag Mona down with him. Even I would have a warrant for my arrest put up. All of our families and friends would be in grave danger, simply by the means of association. I'm not sure about Mona, Scaramouche is iffy, but I know I have a lot of people at home in Fontaine who I don't want to be of any part of this.
Don't get me wrong, I love Scaramouche, I really do, but if my family is put on the line, my friends are put on the line, I'm not willing to risk it.
Scaramouche and Mona cannot stay together. It hurts badly to do it, but so many people could be at jeopardy. The Tsaritsa has her ways, and the other harbingers are nothing less of persistent. This flare will be uncovered. And her majesty's wrath will be unleashed.

The upcoming chapters will be my perspective on how the harbingers and the fatui work, and any information given (like the tsaritsas rules stated in the chapter,) are by no means cannon. Feel free to leave suggestions in the comments! I do need ideas on cute romantic moments Scaramouche and Mona can experience, creativity is very much welcomed!!!
