These two actually don't hate each other. They have a brotherly relationship. Masky is like the older brother who pretends they hate their little sibling and Toby's like the annoying little brother.
When people, Clockwork, made fun of Toby's tics Masky got pissed off beyond belief and beat the shit of her.
Same for when people said that Masky shouldn't smoke as an outlet and started criticizing him, Toby would light something they liked on fire.
