Whit this condition and also the mass disappear of 50% total manpower of Kwantung Army and 50% of Manchukuo Army made Emperor Puyi under the urging of his goverment and his own thinking for retiredment made him issued The Edic of Abdication which he abdicated from his throne and he will accept Japanese title of Prince in Kazoku system, the same thing also happened with Lee Family of Korea. In Treaty 1910, Lee family demoted back to the title of King. With situation where title is just empty word and can't influence the decision making policy of Tokyo about Korean interest, double with the situation where they just face now made Crown Prince Eumin negotiated a new term where he will demoted to the Prince in the Japanese peerage so he can take a seat in the upper house of Imperial Diet. This term was also extended to the so called "Korean nobility".

With this situation in similiar condition of Ryuku annexation where the Last King was given the titel of Marquess, at last the symbolic symbol of Korea sovereign was over with formal introduction of Crown Prince Eumin and Puyi as Prince in Kazoku system by President of House of Peer Prince Tokugawa Kuniyuki in November 5th 1944 AD (2604 koki)/Central Calender November 5th 1639.

in the light of Japan incorperated Taiwan, Korean, Manchukuo and North of Sakhalin Island into direct control of Tokyo instead with representetive in the body of Governor General or something similiar to that, Japanese law was formaly enforce in January 1 1945 after much preparation and another thing was completed, althought the day of formal enforcement of January 1 was symbolic because the implementation of Japanese law begun in Desember. For this enforcement, Prime Minister Yonai under urgent command of Emperor, begun formulated the law which govermental language is Japanese with other language was accepted language, for axample is Ryuku, Chinese, Russia, ect with Ryuku, Chinese and Russia became dominat important second language after Japanese language. All school must have Japanese language course with additional with one of local language according to situation. In addition to that, military reform and political reform was also introduced.

In the military reform, Imperial Force now was devided into three brance with Imperial Japanese Air Force (IJAF) established from IJA Air Force and majority of land based IJN Air Force. Also as a part of military reform, Military Technology Recearch Institute (MTRI) was established as university under direct admistration of Ministry of War who was open to Imperial Citizen and ally citizen as part of friendship program. The aim of the institute is for reseach of weapon used in Army, Navy, and Air Force have some "melting pot" to discuss about their vision on the use and design of convesional weapon into their full potential.

Another military reform is to allow woman to paricipated formaly in the military whatever is IJA, IJN, or IJAF. From the study and observation from the Russian "Patriotic War" were women partisipated in all branch and action of war and also recognized made hight commad reliaze the potential of mobilisation of woman in all front. Before the formal law was approved, women partisipated just as nurse and comfort women. Women who partisipated was from Formosa, Korean, and Manchukuo. Women who want to sign was told in the day of registration that they will become comfort women but they will also trained to become soldier and nurse to composate their work. Althought many women was relucant to do that, but with offer of training to become soldier and nurse with addition the payment is at least twofold of normal payment of normal nurse made accept the offer.
